Under the proposed text, most department heads would submit budget estimates on or before Dec. 15; the Norwalk Public Schools would submit by Dec. 30. The mayor—s proposed operating and capital budgets -- together with the CFO—s report -- would be submitted to both the Board of Estimate and Taxation and the Common Council on Feb. 15. The draft also adds a new requirement that, on or before Jan. 21, the city CFO and the school system CFO meet with the joint committee of jurisdiction to review presubmission priorities and solicit public comment.
