Committee approves JAG-funded investigative equipment purchase, authorizes mayor—s grant certification

The Norwalk City Public Safety and Governance Committee on April 24 unanimously authorized the Norwalk Police Department to use a noncompetitive procurement justification to purchase investigative equipment from Motorola Solutions, funded by a Fiscal Year 2024 Edward Byrne Memorial Justice Assistance Grant (JAG).
The action was taken after Deputy Chief LaPort told the committee the city had been awarded "the grant, in the amount of $18,000 and change to use for equipment and personnel hours," and that the purchase order must be routed through City Hall for reimbursement under the grant.
The committee also added and approved a separate agenda item to authorize Mayor Harry W. Rilling to sign the U.S. Department of Justice Office of Justice Programs certifications and assurances form linked to the same JAG award. That form, read to the committee, includes standard assurances about public notice, non-supplanting of local funds and required reporting to OJP.
Committee members confirmed the grant had previously been accepted by the full common council in January 2025 and voted to approve both the procurement justification and the certification form. Chair and committee members recorded the votes as unanimous.
The committee did not adopt additional conditions or amendments to the procurement language during the meeting. Staff said the equipment will interface with systems used by other agencies and will be used for covert operations and investigative work; funding is managed through the grant account noted in the agenda packet.
The committee flagged no further follow-up actions during the meeting beyond routing paperwork to City Hall and obtaining the mayor—s signature on the required assurances form.
