Director Rasmussen said the legislature extended the statute to apply to enrollment in K'12 schools generally rather than only kindergarten. The committee updated implementation language, clarified special education considerations (including how suspected IDEA eligibility can be satisfied for enrollment considerations), and added a requirement that if an LEA denies enrollment to a student in first grade or above the LEA must consider what other educational services can be provided because students of mandatory school age are entitled to a public education.
The committee voted unanimously to approve the revised draft on first reading and to forward it to the full board for second and final reading.
