The Law and Licensing Committee approved amendments to R277-100, the Utah State Board of Education's universal definitions rule, and voted to continue the rule for board approval on second and final reading.
Director Rasmussen presented recommended changes, including adding a record of medical or personal immunization exemptions to the definition of cumulative file and adding a definition for the "success sequence" in response to recent legislative language. During the meeting Board Member Carrie moved to add a new definition for "accountability practice" (language previously used in R277-609/LRBI discussions). The committee accepted several other technical amendments and then voted to continue the draft on first reading and forward it to the board for final consideration.
Board members noted the practical value of a single definitions rule used across board rules. One member urged care when adding definitions and asked staff to avoid adding definitions that are not used in practice; others supported adding definitions that appear in multiple rules so terminology remains consistent across board documents.
The amended R277-100 will be forwarded to the full board for continuation and final approval.
