Committee adopts LRBI technical assistance manual draft and forwards rule amendments to board

Committee members voted unanimously to approve draft 3 of the Least Restricted Behavioral Interventions (LRBI) technical assistance manual on first reading and to forward the companion rule, R277-609, to the full board for a second and final reading.
Staff presenters said Draft 3 consolidated material from earlier working-group and board-member drafts with the goal of balancing accessible guidance for practitioners and more advanced content for experienced staff. Chrisanne Lewis, student services coordinator, told the committee the draft "meets as many of the requests as possible while still staying with evidence-based practice." Deputy Superintendent Leah Voorhees thanked members and contributors and said "an enormous amount of work has gone into this by board members, by community members, by staff."
Committee members asked technical questions about a contributors page and asked staff to contact contributors who had requested to review the final product before retaining their names. During the rule discussion members also amended the rule language to specify the edition: the committee voted to incorporate "the Least Restricted Behavioral Intervention Manual, May 2025 edition" into the rule language.
The committee approved the incorporated-by-reference manual on first reading and approved R277-609, as amended, for forwarding to the full board on second and final reading.
