Committee clears data-sharing agreement for doctoral study of LETRS training

The Law and Licensing Committee unanimously approved a research data-sharing agreement that would allow doctoral candidate Liz Bernfeld to analyze de-identified student data for a dissertation study of LETRS professional development and student literacy, measured by the Acadience reading test.
Katie Chalice, director of privacy, told the committee Bernfeld is requesting the data in her capacity as a doctoral candidate and noted she is also a USBE employee. Chalice and other staff said the dataset would be de-identified in USBE's sense (direct identifiers removed) and that USBE's unique student identifier (Student_ID) would be used for internal linkage.
Bernfeld told the committee she developed the proposal after discussing evaluation priorities with USBE staff and that she is "really interested to see" how investments in LETRS training are affecting student outcomes. Board members asked whether these requests are typical; Chalice said the agency receives two to four similar doctoral requests per year and that the board has historically approved them.
A committee member moved approval; the motion passed unanimously and the agreement will be forwarded to the full board for final approval.
