Conferees note $11 million from UVM network/Green Mountain Care Board will be reported back before state appropriation adjustment

One conferee explained that the $11 million would be dispersed “to primary care independent primary care services” by the Green Mountain Care Board and UVM Network and that the state’s role would be limited to reviewing a report on distribution. Committee members said they would prepare intent language and a reporting requirement so the committee can determine whether state general fund appropriations are duplicative and should be adjusted in a later Budget Adjustment Act or next year’s budget.
The transcript shows conferees asked legislative counsel to prepare language excluding the Agency of Human Services from administering the funds and to require a report back on fund distribution before the committee considers any reallocation of state appropriations.
No changes to FY26 state appropriations were executed immediately in the session; conferees requested draft statutory language and a report that will be considered before any appropriation adjustments are made.
