Private‑school principal tells East Ramapo board changes to special‑education coordination are harming students

Chaya Rosenbleau, principal of Khaira Chabad of Muncie Girls School, told the East Ramapo Central School District Board of Education that changes to how the district schedules psychological and resource‑room services have “devastating” effects on students who need special education supports.

Rosenbleau said the district previously relied on school psychologists to act as liaisons for annual reviews and child‑find discussions and that the role’s reduction has produced last‑minute or missing invitations and poorly coordinated meetings. “This year's annual review meetings, frankly, were a nightmare,” she said.

Rosenbleau described a pattern in which a resource‑room teacher who had regular assignments for particular students has been “constantly pulled into meetings for students who are not hers,” leaving her assigned pupils with irregular instruction since Presidents Week. She said the changes have removed essential collaboration time among teachers, psychologists and parents and that “our students are losing vital instruction time.”

Rosenbleau urged the board to restore the previous coordination: permit psychologists to serve as liaisons, coordinate meeting schedules with schools, and stop randomly pulling staff away from their assigned students. “We are not asking for miracles. We are asking to return to what was what worked,” she said.

Board members did not record a formal action in response to the remarks during the hearing; the presentation occurred during the public comment portion of the budget hearing. Rosenbleau framed her concerns as affecting children’s instruction and asked for reinstated structures that allow specialists time for coordination and direct services.
