Transportation committee approves terminal carpet replacement, reallocates $16,000 in CIP funds

The Muskegon County Transportation Committee approved a not-to-exceed bid to replace flooring throughout the main passenger terminal and authorized the board chair to sign related documents, the committee said at its meeting.
The motion (TR2504-13) accepted a cooperative-procurement bid from Grand River Office and authorized using up to $104,000 to complete the work, with $16,000 reallocated from the airport’s FY25 capital improvement budget line for pavement crack sealing to fund the project. Commissioner Cyr moved the measure and Commissioner Page supported it; the motion passed on a voice vote with all members present voting in favor.
The airport director told the committee that the project was initially budgeted at $90,000 but costs came in higher. During demolition, staff found the existing carpet—about 30 years old—was easier to remove than expected, and the vendor returned a revised quote without removal that reduced the estimate by about $11,000. The director said the current practical estimate is roughly $93,000 but the board approved the not-to-exceed amount to ensure there is budget coverage as work continues.
Committee members were told the terminal is about 23,000 square feet and that the carpet tear-out has already begun as part of preparatory work. The director also reported that restroom tile work behind the TSA security checkpoint had progressed and "they're tracking to have that done by tomorrow or Monday," noting that restrooms behind security remain one of the airport’s most frequent passenger complaints. The board was also briefed that an unrelated $21,000,000 airfield construction project is planned to run through the year.
The committee was told the reallocated $16,000 remains in the airport budget and can be used for crack sealing if necessary; commissioners discussed using a “not to exceed” cap so the approved spending would not surpass the authorized amount.
