Board approves $20,000 annual election-coding stipend for county clerk, retroactive to Oct. 1, 2024

The Gratiot County Board of Commissioners approved a $20,000 annual compensation package for the county clerk to perform election coding and related pre-election work, with the funding to come from the election reimbursement fund and to be paid over payroll periods.
County Clerk Angie explained that in-house coding saves the county substantial outside vendor costs and that she charges townships $600 per precinct for coding work; she said, “I charge the township $600 per precinct, so I bring in roughly 12,000, almost 13,000 a year to the county for coding.” Angie asked the board to compensate the clerk’s office for that work to avoid paying Election Source or other vendors higher fees.
The board debated whether to pay per election or as an annual stipend; commissioners settled on $20,000 per year, effective Oct. 1, 2024, drawn from the election reimbursement fund and distributed over pay periods. The motion included retroactive pay to the start of the county fiscal year and a provision that the stipend applies only while the clerk performs coding; if a successor does not perform coding, the stipend would not continue.
The motion was moved and supported and carried by voice vote. County staff will implement the compensation through payroll and the election reimbursement fund.
