Gratiot County information session reviews safety standards, emergency steps for battery energy storage systems

A public information session in Gratiot County on battery energy storage systems (BESS) featured a technical presentation from Tom Sutton, owner and president of Sutton Technical Services Inc., who explained how large-scale battery systems work, the safety standards now required for new installations and how emergency response differs from typical structure fires.

The meeting, convened by county staff as an informational forum rather than a formal decision session, drew residents’ questions about siting in or near residential areas, air and groundwater contamination risk, communications and cybersecurity, and how local officials will handle permitting and decommissioning.

Sutton told attendees that “ultimately, the purpose of a battery storage system is to allow electrical energy to be stored that can then be used later,” and described typical utility-scale systems as groups of 20-foot outdoor-rated containers housing racks of battery modules communicating with inverters and a battery management system. He said modern containerized units are commonly sized in the multi-megawatt‑hour range—typically between about 4 and 6 megawatt‑hours per container—and are rated to discharge at their design output for roughly four hours before requiring recharge, which can take 10–16 hours depending on the technology.
