Board approves RFP to distribute opioid settlement funds; health officer to lead review committee

The Gratiot County Board of Commissioners approved a request for proposals to allocate opioid settlement funds and authorized the county to host the RFP on its website, the health officer said.
Liz Braddock, health officer for the Mid Michigan District Health Department, told commissioners she followed Johns Hopkins School of Public Health guidance in developing the RFP and asked the board to approve a solicitation that would invite local organizations to apply for programs covering harm reduction, prevention, treatment, education and recovery. Braddock said, “We were looking at about a hundred and 22,000 a year for 18 years.”
Braddock explained a multi-stakeholder steering committee will score proposals and make recommendations; she said the county would hold the funds while the committee — which includes representatives from the prosecutor’s office, sheriff’s office, people with lived experience and faith-based organizations — recommends awards. Braddock asked the board to approve posting the RFP immediately so applicants could submit within a four‑week window.
Commissioner Steve moved to approve issuing the RFP as presented; Commissioner Tim supported the motion and the board carried it by voice vote. Commissioners also confirmed that a county contact person for proposal submissions will be listed in the RFP materials and that awarded grants would be administered with county oversight.
The RFP is intended to begin funding community-level programs by Aug. 1, 2025, Braddock said, and awards would be for an initial period running through the next year with the ability to reapply or reallocate in 2027. Braddock requested the county retain the award funds rather than have the health department hold them, so the county can administer payments after the committee makes recommendations.
