Cass County approves cleaning-contract increase to add minimum third overnight crew member

Cass County commissioners voted to approve an amendment to the county’s cleaning-services contract that increases annual costs by $23,004.98 and requires a minimum three-person overnight crew for county facilities.
County staff presented the change during the committee of the whole meeting, saying the previous request-for-proposal was “very, very vague” and left crews short-staffed. Dave Grice, a county staff member who led the presentation, said the amendment codifies cleaning requirements and provides a detailed scope of work for each building. “You cannot clean 80,000 square feet with 2 people,” Grice said. “We have to have at least a minimum of 3 people on the cleaning crew.”
The amendment increases the monthly charge from about $9,005.79 to $11,005.83 and adds roughly $23,004.98 annually, county staff said. The contract assigns dedicated coverage for the County Administration Building, the annex and 911, the sheriff’s department and animal control, and allows crews to assist at the long courts office when short tasks there remain.
Commissioners asked whether the county should rebid the work after raising the contract price. Staff responded that the county conducted a recent full RFP and that the amended price remains lower than previous providers and other bids from the last procurement. Staff also noted that rebidding is a lengthy process and that it had been less than a year since the last full RFP.
A commissioner asked for confirmation that the amendment’s scope includes the administration building and the annex; staff confirmed the annex hallways are covered under the contract while many office spaces in the annex are the responsibility of tenant agencies. Grice said the additional funds largely cover the cost of the added crew member and that the county will hold the contractor to the new, detailed scope of work.
The motion to approve the updated cleaning contract amendment and associated budget adjustment passed by voice vote. "Motion carries," the chair announced.
Ending: County staff said they will monitor contractor performance against the newly detailed scope and will pursue standard remedies if tasks stated in the contract are not performed.
