Resident questions $250 permit fee for prefab buildings, urges code review

At the public-comment segment of the Kirksville City Council meeting, resident Steve Montgomery said he received a letter in April requiring a $250 permit to place a prefab building on his property and asked the council to review the city code.
“I called Codes to find out what the problem was. They said I owed them $250 for a permit to place a building on my property that is on skids that if I move, it will be picked up and moved,” Montgomery said.
Montgomery argued the rule may be applied inconsistently and asked whether public structures such as gazebos and park buildings receive similar permitting treatment. He also noted he uses raised garden totes in his backyard because of mobility concerns for his 76-year-old wife and asked the city to consider reasonable accommodations.
Councilmembers and staff acknowledged the concern and advised that code and permitting questions are handled through the city’s codes department; no formal change to city code was proposed during the meeting.
