Kirksville council confirms appointments to E911 board, TIF commission and housing authority

The Kirksville City Council on Monday approved several appointments to local boards and commissions, including naming City Manager Mary Maycomb as the city’s representative to the Adair County E911 Joint Services Board and appointing Mary to a Tax Increment Financing (TIF) Commission seat to complete a partial term. The council also appointed Suzanne Janke to the Kirksville Housing Authority to fill a vacancy.
Mary Maycomb told the council she had discussed the E911 appointment with council members and would replace Don Crosby, who retired. “This is a board of representatives from all of the emergency services organizations,” Maycomb said, explaining the role is an interagency panel rather than a council advisory board.
On the TIF commission, Maycomb said most substantive TIF decisions have already been made and that her appointment is intended to ensure state reporting and closeout of outstanding matters. Council discussion noted one TIF has expired and another remains in place; during the exchange Maycomb indicated the remaining TIF is not expected to terminate until about 2033.
For the Kirksville Housing Authority seat, Maycomb told the council Edna Whitlock resigned the board after moving outside city limits and that state law requires municipal appointment to housing authority boards. Suzanne Janke was presented as the selected candidate; the council approved the appointment.
Each appointment was moved and seconded from the dais and approved by voice vote. Council did not record a detailed roll-call tally for these votes in the public portion of the meeting.
