The Kirksville City Council on Monday authorized the city manager to execute a state block grant agreement with the Missouri Highway and Transportation Commission to fund a runway remarking project at the Kirksville Regional Airport and approved a $82,930.10 bid to Highlight Airfield Services LLC for the work.
The action will use federal aviation entitlement and infrastructure funding to remove rubber buildup and repaint runway markings. “Our paint markings have began to deteriorate. They must be maintained to federal airline regulations to to ensure safe use of the facility,” Jeff Littleton, airport director, told the council.
Littleton said the project will be funded with a combination of 2021 and 2022 nonprimary entitlement funds and pass-through funds from the 2022 bipartisan infrastructure legislation. The bid from Highlight Airfield Services was $82,930.10; the grant will cover $82,500 and the city is responsible for up to $2,500. City staff said those local match funds are included in budget line 28787107160.
The council heard that the airport was last fully remarking and repainting during the 2022 runway rehabilitation and that FAA guidance — cited during the presentation as FAA Advisory Circular AC 150-5340 — recommends timely maintenance of markings because rubber buildup and heavier aircraft can reduce nighttime reflectivity and visual cues used by pilots.
Council members moved and seconded the two resolutions and voted to approve both the grant authorization and the bid award. No detailed roll-call vote was recorded in the meeting minutes for these items; the meeting record shows the motions were approved by voice vote.
City staff did not provide a firm start date in the council discussion; the airport director said the grant agreement is being presented to the state and the project planning and coordination will follow once the agreement is executed.
