TDC backs $2 million now and a reserve increase to help fund Pensacola Beach renourishment

The Escambia County Tourist Development Council on April 15 agreed to provide $2,000,000 toward a planned Pensacola Beach renourishment project and to change its reserve policy to set aside $1,000,000 annually to support future nourishment financing.
Santa Rosa Island Authority (SRIA) executive director Mike Burns told the council the renourishment campaign would place roughly 1,800,000 cubic yards of compatible sand along about 8.1 miles of Pensacola Beach during the winter 2025–2026 nourishment window. "Beach renourishment is gonna begin on November 2025... we hope to put 1,800,000 cubic yards of sand on Pensacola Beach to protect the beach, to protect the infrastructure, to protect the homes," Burns said.
Project finances and requests: SRIA presented a package that included $13,400,000 in local matches and a state grant match; Burns said the state portion could rise to about $15,195,000 under program caps. After accounting for SRIA funds and state matching money, SRIA requested an additional $9,200,000 to reach the project total. At the meeting the TDC had $2,000,000 already set aside for beach renourishment in its restricted fund; the council voted to allocate that $2,000,000 immediately.
Policy and financing decision: Council member James Reeves proposed a three‑part motion—(1) allocate the $2,000,000 in the current restricted balance to SRIA; (2) change the TDC reserve policy to set aside $1,000,000 per year (up from $500,000); and (3) pledge those annual reserves to back a county loan that would cover the remaining approximately $5.2 million shortfall after state and local matches. The motion passed unanimously on roll call.
Why it matters: Pensacola Beach produces a large share of the county’s TDT revenue and supports thousands of jobs, SRIA and business leaders told the council. Supporters warned that failure to renourish beaches can reduce visitation and tax collections; SRIA cited examples where lack of nourishment correlated with TDT declines in other counties.
Environmental and program details: SRIA and consultants described the dredge and pump approach, use of an approved offshore borrow site and dune and vegetation restoration plans. Concerns were raised by council members about dredging impacts on nearshore habitat and borrow‑site ecology; SRIA staff said borrow sites are selected to avoid hard bottom and to minimize ecological harm and that dune planting and vegetation restoration are part of the project.
Next steps: County staff and SRIA will work on finalizing the funding package and timelines; SRIA planned to go to bid on contractor work and expected to begin work in the November 2025 nourishment window. The council’s reserve policy change commits TDC revenues to help pay or back financing for the project going forward.
