The Mooresville Town Council on May 6 reviewed confirmatory (CF‑1) reports for two previously approved tax‑abatement projects and voted to find both projects in substantial compliance with the terms of their original agreements.
The first item considered was the CF‑1 for Sun Polymers under Resolution 15‑20‑18 for a real‑property abatement. Town staff reported an estimated investment of $1,500,000 and an actual investment of $1,646,307; estimated employment after completion had been projected at 25, with an actual employment figure of 41 as of Jan. 1. A motion to find the company in substantial compliance passed on a unanimous voice vote.
The council then considered McCowan Real Estate (listed on the agenda as MacOwen/McCowan) under Resolution 7‑20‑18 for property in the industrial park. Staff reported an estimated investment of $3,000,000 with actual investment recorded at $2,555,497; estimated employment had been 33 and actual employment 49. The council again voted to find the project in substantial compliance.
Why it matters: A CF‑1 confirms whether a project that received a local tax abatement met the investment and employment commitments in its abatement agreement. Finding projects in substantial compliance preserves their abatement status and avoids initiating revocation proceedings.
Next steps: No revocation actions were started; the council’s finding closes the annual CF‑1 review for these projects.
