Commission creates voluntary sanitary sewer special improvement district option for 2025

The Dickinson City Commission adopted a resolution May 6 to create a voluntary sanitary sewer service special improvement district (SID) for 2025, allowing property owners to have sanitary service improvements assessed as voluntary special assessments payable over five years at a 3.7% interest rate.
Engineering staff said the program is optional — no property owner is required to participate — and is limited to developed parcels. Staff explained property owners who hire licensed contractors may submit invoices for city review; approved invoices can be paid by the city and placed on the property’s special assessment. City staff noted properties engaged in new construction are ineligible and that assessments paid in full by Oct. 1, 2026, will not incur interest or penalties.
The resolution cites North Dakota Century Code section 40-31 and City of Dickinson Municipal Code chapter 48 as the legal authorities for the assessment mechanism. Commissioners moved and seconded the resolution; the roll-call vote recorded unanimous approval.
