Dickinson approves multiple 2025 engineering contracts and state cost-share agreements

The Dickinson City Commission on May 6 approved a series of contract amendments, task orders and grant contracts to advance the city’s 2025 road and water work, flood-dam planning and project-material testing.
City engineering staff presented multiple items including a $580,000 not-to-exceed task order amendment with KLJ Engineering LLC for construction engineering on the 2025 road maintenance project, and a $567,800 amendment to Apex Engineering Group for construction engineering on the 2025 water main replacement project. Senior Engineer Keller said those construction-inspection and project-administration tasks will be funded from gross production tax, state revolving fund (SRF) loans and related grants.
The commission also approved several material-testing contract amendments with Brown Intertek (total amounts presented: $105,590 for road maintenance testing; $81,470 for the water-main replacement project; and $152,006 for the Sims Second Street East–Ninth Street East project). Keller said the testing covers soils, concrete and paving to verify compliance with design specifications and ASTM standards.
Separately, commissioners approved two Department of Water Resources (DWR) / State Water Commission cost-share grant contracts: a 60% cost-share not to exceed $1,918,834 for the 2025 water-main replacement project and a 60% cost-share not to exceed $959,736 for the Sims Second Street East–Ninth Street East project. The water-main replacement cost-share vote recorded Commissioner Riddle voting no; other commissioners voted aye.
The commission also approved two dam-related contract amendments with Barr Engineering: a feasibility study for Manns Dam (project total about $103,456; city share $25,864 after a 75% DWR cost-share up to $77,592) and an Emergency Action Plan (EAP) and risk-assessment (RA) contract for Queen City Dam (total Barr contract approx. $162,252; city share amounts described against state reimbursements). Keller said those studies are required to meet North Dakota Department of Water Resources dam-safety standards. The Queen City Dam work carries an anticipated completion date of December 2025 and is funded from the city’s 2025 CIP gross production tax allocation.
Engineering staff recommended and the commission approved each contract after the city attorney’s review. Votes on the individual motions were recorded in the meeting minutes and, aside from the single no vote noted on the water-main grant, motions carried.
