Commission authorizes staff to add sunset proviso and moves purchasing and operations sections to new locations

The Charter Vision Commission voted May 5 to move legacy purchasing and operations provisions into their proper sections of the draft charter and authorized staff to add a proviso (sunset) clause that allows specific charter functions to lapse if the common council adopts an ordinance that the corporation counsel certifies meets the charter’s requirements.

Staff explained that many older provisions remain only because they were historically required before broader municipal powers became standard law. For purchasing and several public‑works functions the staff recommended retaining the text temporarily while inserting a sunset proviso so the council can adopt ordinances that, once certified, will let the charter language lapse. The commission approved the location moves and unanimously authorized staff to insert the proviso language where appropriate.

Why it matters: The proviso gives the council a path to remove legacy, prescriptive charter language without a full charter revision, if it replaces the requirement with a stand‑alone ordinance that corporation counsel certifies as meeting the function. Commissioners said the approach preserves city flexibility while keeping the public record clear about what chartered powers remain.
