The Norwalk Public Works Committee on May 20 approved a package of easements, temporary rights-of-entry and a contract award to allow multiple sidewalk and streetscape projects across the city.
Items approved included a temporary right-of-entry at 3 Deerfield Street to remove rock ledge and build a retaining wall so a new sidewalk can connect Soundview Avenue to Highland Avenue (staff said the route will serve three nearby schools), and permanent and temporary easements for several properties on Stevens and Stewart streets to construct sidewalks and regrade frontages for the Hospital Hill Village Safety Enhancement Project.
The committee authorized a permanent sidewalk easement and temporary entry agreement at 19 Oxford Street to build a ramp and crosswalk at Knapp and Oxford to tie into the new South Norwalk elementary (Sono) school sidewalks; staff said construction of those sidewalks is underway and the city intends to complete the work before the school opens. The committee also approved a permanent sidewalk easement and temporary rights for 10 Wall Street to construct and maintain a new seat wall and a public plaza area as part of the East Wall Street Phase 1 streetscape project; staff noted the seat wall separates private outdoor dining from the public sidewalk/plaza.
The committee awarded a contract to Priority Landscaping LLC for the Adams Avenue/Ward Street curbing and sidewalk project (TMP 2025-3) for $771,240 plus a 10% contingency of $77,124. Greg (city project manager) said the work will construct 5‑foot ADA-compliant sidewalks and traffic-calming measures to improve student safety near Tracy School; staff reported positive resident feedback during design. All motions on these items passed unanimously.
Committee members requested that staff include conceptual maps and color renderings in backup materials for future actions so members and the public can better visualize changes.
