Rutherford County steering committee debates lobbyist contract; opts to renegotiate reporting language rather than issue RFP

Members of the Rutherford County Board of Commissioners steering committee spent an extended portion of the meeting debating the county's contract with its lobbyist and whether to open the work to competing proposals. After a series of statements both defending the current contractor's expertise and urging more transparency, the committee voted to renegotiate the contract language to clarify reporting and communication responsibilities and to present the revised language to the budget committee before any funding decision.

The question matters because the county's lobbyist represents Rutherford County interests at the state level and the contract covers next fiscal year's funding. Commissioners said they want clearer lines of authority and regular reporting so the county, the mayor's office and the commission understand how legislative priorities are being advanced.

Several commissioners recounted work done by the current lobbyist on high-profile matters and forensic-center funding; others urged an open request-for-proposal (RFP) process to test the market and improve transparency. One commissioner called an RFP a chance to "cover our blind spots," saying a competitive process helps compare proposals and reveal areas for improvement. Another commissioner emphasized ongoing need for a lobbyist given the county's population and budget.

A motion to open the lobbyist contract to an RFP failed. The committee then approved a motion directing staff and negotiators to revise the current contract to make reporting and communication expectations explicit, to have the lobbyist provide monthly written reports to the steering committee and continue verbal monthly reports, and to clarify who the lobbyist reports to. The steering committee asked for a copy of the current contract to be distributed to members and directed county staff to draft suggested language; the committee intends to return with proposed changes at next month's steering meeting and to provide budget committee guidance before the budget vote.

County staff told the committee the existing agreement requires written monthly reports to steering and monthly verbal appearances but lacks a clear specification of authoritative direction. The committee discussed the practical challenge that lobbyists sometimes need confidentiality while negotiations develop; members asked for language that balances necessary discretion with improved communication to elected officials.

The committee agreed the budget committee should receive steering's recommended contract language before its final funding decision for the next fiscal year. Steering members also requested that staff coordinate between the mayor's office, the county attorney and the lobbyist to produce revised contract text for committee review.
