Planning Board presses enforcement, allows expedited conditional-use review for CJJ well access

The Kingston Planning Board used its May 6 meeting to press for enforcement on long-running compliance issues and to agree to an expedited conditional-use hearing for a developer needing access to a site well.
Board members said Eric Towne, who owns a waterfront property that has been under a cease-and-desist order since last July, has not complied with previous directives. Planning staff recommended sending the enforcement matter to the select board for action; members agreed to ask the select board to consider reinstating and enforcing the cease-and-desist order promptly.
Nut graf: Separately, the board agreed by consensus to allow CJJ, a developer working on a project along Route 125, to seek a conditional-use permit at the first planning-board meeting in June if the applicant provides required materials quickly. The permit would allow an access route that crosses into the 100-foot vernal-pool buffer so that contractors and water-system technicians can reach the site's drinking-water well for maintenance and testing.
Members said CJJ needs an access way to a well site for regular water testing and maintenance; that access will be reviewed under the town's conditional-use rules for vernal-pool buffers. The board indicated it will accept the developer's application on the early June agenda to avoid delaying on-site work, provided the application is complete.
Ending: Staff will forward enforcement concerns about the Towne property to the select board for possible reinstatement or stronger enforcement of the cease-and-desist order, and staff will coordinate with CJJ to place the conditional-use permit on the June meeting agenda if materials arrive in time.
