Commission gives conditional approval to Harvest Green East Phase 2 final plat

The Fairhope City Planning Commission granted conditional approval Tuesday for the final plat of Harvest Green East Phase 2, a 108‑lot subdivision on about 55 acres on the east side of Highway 181.
Mike Jeffrey, City of Fairhope staff, presented the application and said the phase has been built in accordance with the previously approved preliminary plat and the required engineering plans. "It has been stabilized. The roads are in. Street trees are in. All utilities are in. Retention and detention ponds have been stabilized," Jeffrey said.
Staff recommended conditional approval subject to follow-up actions: providing a copy of the recorded plat within 120 days, a recorded operations and maintenance (O&M) agreement, and execution of the maintenance and guarantee agreement by the subdivider prior to acceptance and issuance of the maintenance bond. Staff said the mayor will execute the final documents after the required items are recorded.
Commissioners noted this phase connects to earlier phases of Harvest Green; staff said Phase 1 West finalized in May 2024 and Harvest Green East Phase 1 finalized in July 2024. A staff member thanked the developer and contractors and noted the project represented a recent improvement in coordination between the city and the developer.
A motion to grant conditional approval of SD 25.06, Harvest Green East Phase 2 final plat, passed unanimously. The approval is conditioned on staff receiving the recorded plat and required agreements and on completion of the listed follow-up activities before final acceptance.
