The Village of Cross Plains Board approved a five‑year recreation agreement with Capital Off‑Road Pathfinders (Cross Plains chapter) and Mountain Bike Advocates of South Central Wisconsin to expand mountain biking trails in the Scenic Valley conservancy and to continue formalized trail maintenance work.
Staff said the existing agreement for the Driftless Downs mountain biking area (Cedar Glen/Cedar Valley conservancies) expires in October 2025; the new agreement extends similar terms and adds the Scenic Valley area. The project will rely on volunteers for trail building and maintenance and on internal and external fundraising from the community and grant programs. Parks staff emphasized the plan anticipates volunteer labor and grant funding rather than direct village capital outlays.
Trustees discussed parking, neighborhood engagement and the decision to let the existing agreement expire in October while the new agreement would take effect thereafter; staff said there should be no substantive conflict between the two documents. The board moved, seconded and approved the recreation agreement; the contract will be signed after the ordinance process and staff confirm there are no conflicting provisions.
