The Kingston Select Board opened six bids for electrical work on The Plains and reviewed the submissions in public. The lowest base bid shown in the materials was approximately $27,001.79 (J.C. Keller); other bids ranged from about $33,009 (VG Electric) to $42,500 (Live Free Electrical), with several vendors including optional add-on prices for lighting or conduit work.
Town staff explained the RFQ language was not as tight as some town solicitations and some bidders listed their price as an estimate or included change-order provisions. Bidders used different assumptions for materials and labor; one bidder, VG Electric, included a note that pricing was based on April 8, 2025 materials costs and could change.
Select Board members assigned review responsibility to Highway Department staff and town inspectors and asked Public Works Director Tom Rowan to identify an independent reviewer if a bidder has a potential conflict (for example, if a town inspector also works for a bidding firm). The board also discussed timing for a public hearing on using municipal infrastructure funds to pay for the Plains project and moved that hearing to May 19 to allow time for bid review.
No award was made; the board directed staff to gather technical review and permit details and to return with a recommendation and vendor selection for a future meeting.
