The Kingston Planning Board instructed staff to require a $10,000 bond and an as-built plan for work at 6 Granite Road and asked the engineer to obtain certification for retaining walls constructed on a steep slope.
During the construction report, Planning Board members and the town's engineering reviewer flagged vertical retaining walls at the site as potentially unstable and not shown on the original engineered plan. The board said an as-built plan and a certification from the wall installer or engineer are needed before the town will accept the work and grant occupancy.
Nut graf: The board approved establishing a $10,000 bond to secure completion of outstanding site work and to guarantee correction of any failed retaining walls or other deficiencies identified in the as-built review.
Dennis Quintel, the town's construction reviewer, told the board he wants a certification that the walls were built to an appropriate construction standard. The board and staff noted that one portion of the work (hydroseeding) had been completed and growing in, which reduced an earlier higher bond calculation.
After discussion, the board moved and seconded a motion to establish a $10,000 bond for work at 6 Granite Road. The motion was seconded and carried. Board members said the bond would be conditioned on the submission of an as-built plan and a certification for the retaining walls; if the walls are found to require reconstruction to meet engineering standards, work must be corrected before occupancy is granted.
Ending: Staff will work with the owner to secure the bond, require the as-built plan and certification for the retaining walls, and withhold occupancy or final approvals until engineering concerns are satisfied.
