Trustees authorize construction bid for H. M. Zander Park pavilion; legal review of cooperative purchase still pending

The Village of Cross Plains Board authorized staff to publish construction bid documents for a new pavilion at H. M. Zander Park, while noting a legal question remains over whether the cooperative purchasing option (Sourcewell) meets state bidding requirements for the pavilion itself.

Parks staff told trustees they are “about 99.9 percent ready” and requested authorization to publish a Class 2 notice with bid opening dates; the construction bid authorization was approved on the condition that the village attorney provide a letter confirming the Sourcewell cooperative purchasing approach would comply with state statute for the pre‑priced shelter procurement. A Department of Natural Resources staff member had asked for that legal confirmation before signing off on the procurement path.

Staff described a schedule in which legal confirmation would allow the municipality to proceed with a May public notice and to schedule a special board meeting after Memorial Day to open and award construction bids. The village will publish bid dates and award the construction contract following the required public‑notice and bid review process. Trustees voted in favor of authorizing the bid process for construction; the purchase method for the pavilion shelter itself awaits the attorney’s written opinion.
