Belgrade adopts master fee schedule ordinance; council sets May hearing to allow annual updates

Deputy Mayor Michael Demees read an Arbor Day proclamation earlier in the meeting and then returned the agenda to the ordinance item. The ordinance adds a master fee schedule to Title 1, Chapter 8 by adding Section 11 to the finance chapter of the code, creating a single exhibit (Exhibit A) listing city fees across departments.
During the discussion-agenda portion of the meeting, staff noted that two fee categories (utility deposits and library fees) were not yet included in the posted addendum and that the exhibit's formatting made it difficult for some council members to match lines to fees; staff said they would provide clearer, printed copies for the council prior to the scheduled public hearing. The city manager said that most departments contributed and that the resolution's exhibit attempts to consolidate fees across public works, community development and other areas.
The council voted to set a public hearing date to consider the resolution adopting the master fee schedule annually; staff confirmed the correct hearing date in the packet is May 19 (the item summary had an earlier typo listing May 15). The motion to set Resolution 2025-11 for public hearing was moved by Council member Minicucci and seconded by Council member Simon. The item passed unanimously.
