The Transportation Committee on May 6 recommended passage of an ordinance (council bill 120945) to vacate the alley in Block 52 (bounded by Seneca and Spring Streets and Seventh and Eighth Avenues on First Hill) and accept a property use and development agreement related to the petition from North Block Spring Street Development LLC.
Council Central staff described the project as facilitating two apartment towers with more than 500 housing units, a 5,500‑square‑foot public plaza open to the public, streetscape improvements and preservation‑sensitive work around the landmark Town Hall Seattle. Councilmember Kettle, whose district includes First Hill, said she supported the vacation and highlighted how the project complements the neighboring Freeway Park pedestrian improvements.
After brief discussion the committee voted 5‑0 to recommend passage of the alley vacation ordinance; the matter will be transmitted to the full City Council for final action on May 13, 2025.
