City staff presented the 2025–2029 Community Development Block Grant (CDBG) consolidated plan and the proposed 2025 annual action plan at the May 6 meeting; the council voted to approve both.
Kim Bachrach, human services coordinator, told the council there were no public comments on the final consolidated plan and that the draft had been presented at prior meetings. Bachrach summarized that the program year allocation generally follows prior-year funding categories: public service, planning and administration, and community economic and revitalization funds (CERF), which typically covers capital projects and economic development activities funded by the annual CDBG allocation from HUD.
Councilmember Walsh moved approval of the consolidated plan and the 2025 action plan; the motion passed unanimously. Staff said they will finalize the documents for HUD submission and implement the 2025 allocation consistent with the adopted plan.
