The Federal Way City Council on May 6 enacted an ordinance granting Hyperfiber of Washington LLC a nonexclusive franchise to occupy city rights-of-way to construct, maintain and operate a telecommunications network.
The ordinance (Council Bill 904) was read at second reading and adopted after a motion from Councilor Duffield and a second. The franchise is limited to the specified franchise area and is nonexclusive; the ordinance describes franchise rights and franchisee obligations for work in public rights-of-way.
Council action followed staff review and the standard procedural readings for franchise ordinances. The franchise terms require the company to obtain required permits, follow city construction standards, and coordinate work with the city and other utilities in the rights-of-way. No council amendment was recorded on second reading.
