Council hires Clarion Associates for a $292,807 comprehensive plan update

The Laramie City Council on May 6 approved a professional services agreement with Clarion Associates, LLC for the development of an updated Laramie comprehensive plan in an amount not to exceed $292,807. The vote was unanimous.
Planning staff said the comprehensive plan was last updated in 2016 and the city sought proposals in December; 18 proposals were received and six firms were interviewed. Staff recommended Clarion based on the firm’s public engagement strategy, experience with similarly sized communities and experience with town‑gown issues. Clarion will work with local subconsultants; one of the planned project managers previously interned with the city and holds a degree from the University of Wyoming.
Councilors and staff described the update as an opportunity to revisit goals on transportation, housing and other topics; no specific amendments to policy were decided at the meeting. Staff will return with the project schedule and community engagement opportunities.
The motion was moved by Vice Mayor Richardson and seconded by Councilor O'Doherty and carried 9‑0.
