The Planning and Zoning Commission on May 6 approved rezoning of Lot 1, Block 9 of Alameda Estates at 340 Escalante Drive from R‑1 (single‑family) to R‑2 (medium‑density residential) but limited the action to permit one duplex on the lot.
Planner Jose Botello said the property owner is EVA Development LLC and the applicant’s representative, Enrique Ayala, was present. The lot measures 12,414 square feet; the Socorro 2040 comprehensive plan shows the parcel as suburban residential. "Staff is recommending approval of the rezoning request," Botello said, presenting maps, a site plan showing two duplexes and proposed ponding, and notice that no correspondence for or against the rezoning was received.
Commission discussion focused on density and minimum lot‑area calculations under the code. Botello explained the R‑2 density formula: the code’s effective unit area is 2,904 square feet per unit (derived from the 15 units per acre density standard), and four units would require at least 11,616 square feet. Because the lot is 12,414 square feet, the applicant had requested approval for two duplexes (four units). Several commissioners questioned whether two duplexes were appropriate given the lot context and past practice in the neighborhood.
After discussion, Commissioner Enrique Cisneros moved to approve the rezoning but to allow only a single duplex; Commissioner David Estrada seconded the motion. The commission voted unanimously in favor and carried the motion.
The approval authorizes rezoning to R‑2 and a variance limited to one duplex on the parcel; any plan for additional units or change in layout would require further review and approvals.
