The Laramie City Council on May 6 awarded the 2025 cured‑in‑place pipe (CIPP) project to Inliner Solutions LLC of Kiowa, Colorado, in the amount of $516,575 plus a $44,700 contingency for a total not to exceed $561,275. The motion passed 9‑0.
Director Webb explained the CIPP process, which inserts a liner into existing pipe to create a new pipe within the old one. Staff said the treatment typically adds 30–75 years of service life depending on pipe size and use. The project includes both storm and sanitary sewer segments on multiple streets (examples cited: First Street, Fifteenth Street, Ninth Street and others). Staff said careful cleaning and root removal prior to lining often improves flow and that the liner itself is thin and generally does not reduce effective capacity.
Staff received three bids and recommended Inliner Solutions as the low bidder. Councilors confirmed that the contractor will plan lane shifts or bypasses to avoid full road closures where possible.
The motion was moved by Councilor Beehill and seconded by Councilor Newman and carried unanimously.
