Itasca resident urges DuPage staff to inspect repeated flooding; county staff says Naperville Township received report

A DuPage County resident, identified in the meeting as Mrs. Ruggs, addressed the Stormwater Committee on May 6 to describe ongoing flooding at her home and at a nearby nursing home and to ask county officials to inspect and address the problem.

Ruggs said a new, elevated house built adjacent to her property and changed grading by the Forest Preserve of DuPage County have increased flooding at her home and in the nearby nursing home. She said county staff visited the site in the past but that she felt insufficient action followed. “Photos don’t lie,” she said, offering images she said document repeated flooding.

During the meeting’s old‑business discussion, a committee member asked staff for an update on the Green Acres project in Naperville Township. A county staff member identified as Sarah said the county had completed a full site evaluation and provided a report back to Naperville Township; she said the township was expected to follow up with the property owner. Sarah offered to meet with the committee member and with residents after the meeting to discuss details.

At the public comment portion, Ruggs asked for the newer committee members and county staff to visit her property and the nursing home location. She said she has raised the issue for a decade and sought tangible fixes. A committee member responded that he has not spoken with Ruggs and denied making prior comments that she described.

County staff did not announce specific next steps in the public record beyond the offer to meet after the meeting. No formal motion or vote followed the public comment.
