The Elyria Planning Commission voted to approve the final plat for Riverfield Reserve Subdivision Number 1 (case 2025-100038) on May 6, 2025, authorizing the creation of 94 lots on 14.988 acres within a larger 104.7-acre development.
The approval matters because it allows the developer to proceed with lot recording and ongoing on-site work after staff and engineering reviews and a performance guarantee were reported as in place. The commission’s action follows previous conditional-use approvals and a planning commission-issued setback variance tied to the overall Riverfield project.
John Evanston, representing Riverfield Development LLC, told the commission the submission covers 94 proposed homes with an "average lot size of 52 by 125" at the intersection of Indian Hollow Road and Grafton Road. "This is my first project in Elyria. The staff's been great to work with," Evanston said.
Planner Farkas summarized staff findings, saying the final plat covers 14.988 acres with 94 lots and that the overall Riverfield site totals 104.7 acres and is proposed to contain 281 single-family lots. Farkas noted the subdivision previously received planning and city council approvals in 2022, that the conditional use approval had expired under Elyria Codified Ordinance section 11-35-05 because construction had not begun within one year of issuance, and that the project was later reapproved in 2024. Farkas recommended approval contingent on satisfying remaining city and Valeria engineering department requirements.
Engineer Schneider told the commission engineering had reviewed the plans and the plat and that the developer had entered into a performance agreement and performance guarantee; Schneider recommended approval. Chief Gough of the Fire Prevention Bureau said the bureau had "no objection" to the final plat.
After no public proponents or opponents appeared, Commissioner Tedrow moved to approve the final plat; Commissioner Hubbard seconded the motion. The commission voted in favor and the motion carried.
Staff and the developer were instructed to complete outstanding engineering and administrative items required by city departments before final recording. The commission’s action permits Riverfield Development LLC to continue work on the subdivision consistent with the approved plat and the performance guarantee.
The commission received a summary of other recent design-review approvals and scheduled no further action on Riverfield at this meeting.
