Commission directs city attorney to draft policy waiving short-term license fees for nonprofits

The Northampton License Commission discussed whether to adopt a standing policy waiving short-term liquor-license application fees for nonprofit organizations and directed the city attorney to draft a policy for future action.

Staff presented data showing that in 2024 the commission issued 59 short-term licenses, of which 44 were to nonprofits and 31 of those received fee waivers; the commissioners noted the monetary amounts involved were modest (wine-and-malt fees and all-alcohol fees totaling roughly $1,000 among those who paid). Licensing staff said that in practice nonprofits most often cited insurance or liquor-liability logistics rather than the application fee as the primary barrier to obtaining a license.

Commissioners expressed support for a clear, published policy so nonprofits are not disadvantaged by not knowing a waiver is available. Several commissioners suggested a simple rule waiving the fee for nonprofits that submit proof of nonprofit status; one commissioner proposed considering limiting waivers by license type (for example wine-and-malt only) but others favored a straightforward waiver. The commission did not adopt a final policy at the meeting but asked the city attorney to draft language for consideration at a future meeting and to return it for a formal vote.
