County awards Dilworth mill overlay bid, approves bridge grant and hires engineering for diversion projects

County engineer Justin presented three bids for the Dilworth mill/overlay (engineer’s estimate $382,592.50). He reported low bids from Central Specialties Inc. ($332,298.00), Marksland Gravel Company ($304,704.75) and a low bid from Northern Improvement Company at $237,707.25. Commissioners approved the low bid to Northern Improvement Company, subject to standard bid checks.
Justin also asked the board to advertise a bridge removal project (SAP 14‑599‑106) in Elmwood Township with a letting date of June 3; the project is funded by township bridge funds and does not require county township payments. The board authorized advertisement for the removal project.
On a separate bridge replacement on County Road 51 southeast of Comstock, Justin presented a MnDOT grant agreement and a required county resolution (Resolution 2025‑14) to accept bridge bond funds; commissioners approved the MnDOT agreement (10577885) and the resolution. Justin said the county will open that bridge with a heavy restriction later this week.
The board also approved a proposal from Houston Engineering to provide design services for Clay CSAH 1 and CSAH 26, with the diversion authority agreeing to reimburse Houston’s fees under a memorandum of understanding.
Ending: With bids awarded, grant paperwork approved and engineering contracts authorized, county staff will proceed to advertise, inspect and manage the projects; commissioners noted standard oversight and coordination with cities and townships as design and letting proceed.
