County awards Dilworth mill overlay bid, advances bridge removal and secures MnDOT bridge grant

The board accepted the low bid from Northern Improvement Company for a Dilworth mill-and-overlay project, approved advertising for a bridge removal/cul-de-sac project funded by township bridge funds, and approved a MnDOT grant and resolution for a County Road 51 bridge replacement project.
Clay County engineering staff presented several highway and bridge items on May 6, and the Board approved contractor selection, a bridge removal advertisement, and a MnDOT grant resolution.
Bids and award: Justin, the county engineer, opened bids for the Mill and Overlay project in Dilworth (CASAW 45). Three bids were received; the low, responsive bid was from Northern Improvement Company at $237,707.25 (engineer's estimate: $382,592.50). The Board approved awarding the contract to Northern Improvement Company, subject to verification of bid accuracy.
Township bridge removal: Justin also presented a long-running Elmwood Township bridge removal project (SAP 14-599106) on 100th and Tenth Avenue South (north of Baker). The county last pursued a plan in 2019 to remove the bridge and close the road; township bridge funds fully cover the project costs and the township has approved the plan. The Board approved advertising the project with a June 3 letting date. Justin said the project estimate is “just over $200,000” and that Elmwood Township would not incur a county-budget impact because the work is covered by the township bridge program.
MnDOT grant agreement and bridge reopening: The Board approved a MnDOT GRAMA grant agreement (01/7885) and resolution (2025-514) for a County Road 51 bridge replacement southeast of Comstock (near the trap club). The project had already opened bids; as required by MnDOT for bridge bond funds, the county approved the grant agreement and supporting resolution. Justin reported that the bridge will be opened this week with heavy restrictions for vehicular traffic.
Engineering services: The Board also approved a proposal from Houston Engineering to provide design services for Clay County road improvements on CSAH 1 and CSAH 26. Fees will be reimbursed by the Diversion Authority under a Memorandum of Understanding; county staff said that construction timing would aim to let the CSAH 26 portion in spring 2026.
Easement acquisitions / closed session: The Board held a closed session earlier in the meeting to discuss highway easement acquisitions and returned with a motion to move forward with offers at appraised value for the CSAH 52 and CSAH 12 roundabout improvement project.
What to watch: Contract award paperwork and successful bid verifications; the June 3 letting for the Elmwood bridge removal; subsequent construction notices and any load/restriction postings on the County Road 51 bridge following its limited reopening.
