Morgan County commissioners on May 6 approved an updated interlocal agreement with Weber Human Services (WHS) to provide senior-center services in Morgan County. Under the agreement, WHS will manage day-to-day operations at the Morgan Senior Center, provide staffing, administer nutrition programs and accept donations related to Older Americans Act (nutrition) programs per federal requirements.
WHS staff will provide program scheduling and participant services; the county will make building space available and will continue to insure and maintain the facility. The contract requires WHS to carry specified amounts of insurance for activities conducted at the center and provides for county access and oversight. County staff and WHS representatives clarified that donations made under the Older Americans Act (nutrition funds) must be managed through WHS and state-area-agency-on-aging channels, while other local donations for non-nutrition activities may continue to be handled locally.
Separately the commission discussed a budget shortfall for senior-center nutrition services. Staff presented an FY2025 gap figure (transcript discussion: ~$80,188) that would require a budget adjustment if approved. WHS and county staff clarified earlier that WHS did not request back payments and that any county appropriation would cover the current fiscal period only. Commissioners moved to postpone a decision on the funding request pending confirmation of the precise shortfall amount and the spending period; the postponement was approved.
The interlocal was adopted by resolution; the separate appropriation for FY2025 nutrition shortfall will be considered after staff verifies the correct figure and period.
