Morgan County commissioners on May 6 authorized multiple fairgrounds items: an RFP for electrical upgrades, a $2,500 appropriation from the Fairgrounds Capital Improvement Fund to buy two public water-fountain units, and a plan to purchase new event chairs over multiple years.
Director Brett (staff) told commissioners the fairgrounds improvement budget line had been set at $0 in the current ledger; he sought a small budget adjustment to buy two drinking-fountain/refill stations to improve visitor services. Commissioners authorized $2,500 and directed staff (Kate and Commissioner Fackrell) to select and procure the fountains.
The commission also approved issuing a competitive RFP for electrical system upgrades at the fairgrounds. Staff noted sufficient funds exist across ARPA and impact-fee allocations previously set aside for the project; commissioners authorized the RFP and directed staff to return with bids and a funding plan.
Separately, the commission discussed recurring chair rentals (approximately 400 chairs rented each year). Staff presented three vendor quotes; commissioners agreed to begin a phased purchase of lifetime-rated folding chairs (recommended minimum 500-lb load ratings) and to buy roughly 100 chairs initially, then add about 100 chairs per year until rental dependence decreases. Staff will store chairs in existing containers on-site and allocate purchases through the fairgrounds operating budget.
No changes to the fairboard charter were made. Commissioners asked staff to manage procurement to achieve best value and to bring any purchases above administrative thresholds back for formal approval.
