County removes mandatory subdivision concept-plan step to speed plat review

The Morgan County Commission voted May 6 to adopt a code text amendment that removes the mandatory "concept plan" step from the county subdivision approval process and reflects changes adopted at the state level. Planning staff presented a draft text amendment that deletes references to the concept plan in the subdivision ordinance, renames other mentions as “conceptual development plans” where appropriate (for example in site-plan and town-center provisions), and inserts clarifying language consistent with Senate Bill 174 from the prior year.
Staff said the change will streamline the subdivision process by reducing redundancy and moving review functions into the preliminary-plat stage, where engineering, fire, utilities and planning reviewers already conduct a full review. The planning commission reviewed the proposed text amendment at its April 10 meeting, discussed whether a separate definition for “conceptual development plan” was necessary and concluded the ordinary meaning sufficed; the planning commission recommended approval (5–0). The commission held a public hearing and recorded no public comments before adopting the amendment.
County staff will update references in the code and post the amended ordinance text per procedural requirements.
