District staff described the history and funding of the Expanded Learning Opportunities Program (ELOP) and ACEs funding streams, noting that SRCS is a rate‑2 district whose per‑pupil rate is smaller than rate‑1 districts and therefore funding has fluctuated year to year. Staff said that while ELOP funding increased overall statewide, San Rafael’s share has varied and the legislature is considering options to stabilize rates.
Presenters said the renewed MOUs will continue partnerships with long‑standing providers to operate site‑based after‑school programs, summer programming and intersession activities. Staff emphasized research showing improved outcomes when extended‑learning programs are engaging and “camp‑like,” and they said many working families view after‑school availability as essential to school selection and family stability.
Trustees asked about program quality, funding stability and the district’s ability to scale programs. Staff said some programs are over‑subscribed and signaled they will continue to monitor state apportionments and adjust program sizes accordingly.
The board approved agenda item 6 (MOU with an arts/program management partner) on a motion by Trustee Geneva Marsh, seconded by Trustee Lau. Agenda item 7 (a second expanded‑learning renewal) was approved on a motion by Trustee Rivas, seconded by Trustee Deneva Marsh. Both motions carried by voice vote.
