Alexander County board approves retirement, sale of K-9 'Otter' to handler

The Alexander County Board of Commissioners adopted a resolution May 5 to retire K-9 Otter from the Sheriff's Office and transfer ownership to his handler, Dylan Adams.
Sheriff Chad Pinnell read the resolution to the board and described Otter's service, saying the county obtained Otter from the York County Sheriff's Office in April 2022 and that "Otter has over a hundred fines in his career." The resolution authorizes the sheriff to transfer ownership of the canine and related equipment to Adams for $1 and directs the clerk of the board to publish a notice summarizing the resolution; the transfer may occur at least 10 days after publication as required by North Carolina law.
The resolution cites North Carolina statutes governing surplus personal property and retired service animals and notes Adams will be responsible for Otter's future medical and housing expenses. Pinnell told the board Otter will be nearly 11 in June and that the dog had worked recently as a school resource officer at Veil Elementary School.
Commissioners moved and seconded the resolution; the board recorded the motion as carrying unanimously. Several commissioners and attendees praised Otter's service and said they were pleased he would go to his handler's home for retirement.
