Council approves chlorine conversion contract authorization, adopts water agreement; easement and benefit measures advance

City Council on May 5 moved several operational and intergovernmental items forward. The council adopted Resolution R21-2025 to advertise for bids and authorize a contract for a chlorine gas conversion project at the Water Treatment Plant with a not-to-exceed cost of $2,275,000; adopted Resolution R22-2025, a 20-year water agreement with the municipality of West Milton and the Miami County Board of Commissioners; advanced Resolution R23-2025 on voluntary employee benefits to a second reading; and adopted Ordinance O6-2025 accepting storm sewer, sanitary sewer and bike path easements related to the Board of Education replat.
Chlorine conversion: The Building and Utilities Committee recommended the conversion from chlorine gas to a solid chlorine process to reduce risk from leaks. The committee reported an estimated project cost of $2,275,000, about $100,000 over budget, with the committee stating the additional funds are available in the water fund balance. The council suspended rules and adopted the resolution to advertise for bids and authorize contract execution for the project; the motion passed on roll call.
Water agreement with West Milton: The council adopted a 20-year water agreement that gradually reduces West Milton's surcharge from 10% to 2.5% over the life of the contract. Council discussion and the committee report noted the agreement was first authorized by council in May 2024 but not executed; the new agreement would be retroactive to Jan. 1, 2024 if implemented. During the roll call, Councilmember Westfall stated she would abstain from that vote because her husband is a county commissioner.
Employee voluntary benefits: The Personnel Committee recommended that the city enter a master employer services agreement with American Fidelity Assurance Company for voluntary employee-paid benefits. The council moved the resolution to second reading at the request of a council member who said additional specific language had been requested; no final adoption occurred at the May 5 meeting.
Easements for school replat: On third reading, the council adopted Ordinance O6-2025 accepting storm sewer, sanitary sewer and bike path easements for the North School / Tri-County replat. Councilmember Snead abstained from that vote because she is employed by Troy City Schools; the ordinance was adopted.
Council members and committee chairs who reported or participated in the votes included Samuel Pierce (Building & Utilities chair), Bobby Phillips (committee member), and others. The council encouraged public attendance at the upcoming Law and Ordinance Committee meeting on May 12 to continue discussion of the rezoning matter previously heard at the public hearing.
