Pataskala council hears first readings on supplemental appropriations and proposed water rate increases

The Pataskala City Council held first readings of two finance‑related ordinances: Ordinance 2025‑4493, to make supplemental appropriations for the fiscal year ending Dec. 31, 2025; and Ordinance 2025‑4494, amending Section 929.08 of the Codified Ordinances to increase water rates beginning Jan. 1, 2026.

During discussion of the supplemental appropriations, a councilmember asked staff for a standard report showing how transfers from the general fund affect fund balance and future councils; finance staff (Jamie) said that guidance could be added to the legislative report so future councils would have a record when general funds are used for capital improvements.

On the water rate ordinance, the utility committee recommended three rate increases phased over six years. Committee members noted the increases could be re‑evaluated or reduced later — especially once the new water plant is operating and its efficiency is known — and council discussed that future increases are subject to later action by council. The ordinance was given a first reading; no vote to adopt was taken at this meeting.

Both ordinances remain at first reading and will return for later consideration. Council emphasized that the timetable for the water increases allows council flexibility to pause or adjust later steps if financial conditions or operational efficiencies warrant.
