Representative Bossard Davis, carrying the bill, told members the annual certification requirement put substantial administrative and logistical burdens on dismantlers and the DMV after reforms in 2019 increased bonding and other oversight. She said the DMV would retain authority to investigate complaints and verify compliance at any time.
“Dismantlers take months to prepare these certification applications,” Bossard Davis said on the floor, arguing that a two‑year renewal would free DMV resources to focus on facilities with questionable activities. The bill increases the certification fee from $500 to $1,000 to maintain revenue neutrality, the sponsor said.
The clerk declared House Bill 27 06 passed after the roll call; a motion to suspend section‑by‑section reading had been granted earlier in the floor session.
