Councilman Henderson summarized past work on short‑term rental rules and said the council had kept homestays in an overlay; he has received repeated requests to expand the overlay so more residents can operate homestays. “This enables a lot of our residents to create a little bit of income by renting out a bedroom or renting out a basement that they have,” he said.
Members noted the council previously made changes and that some provisions were intentionally limited to overlays to address neighborhood concerns, such as absentee landlords. Council members pointed to stakeholder input during prior ordinance work — including short‑term vacation rental stakeholder processes — and said additional outreach or pilot changes could accompany any expansion.
No ordinance amendment was introduced at the planning session. Henderson said he would continue working with colleagues and the administration on whether to broaden homestay allowances citywide and to return with draft language and stakeholder input.
